No, "The Daily Prophet" is the wizard newspaper, but Luna's father, Xenophilius Lovegood, is the editor and publisher of "The Quibbler" magazine:

The name of the newspaper was the "Daily Prophet", it is mentioned in all of the books.

Daily Prophet
Evening Prophet and
Sunday Prophet have all been mentioned.
