A "ten-cent town" is a rinky-dink place where nothing happens, as shown in this 1912 NY Times article (story at bottom):

How Carlene Carter (June Carter Cash's daughter) and Susanna Clark (Guy Clark's wife) came up with the idea, in the song "Easy From Now On", to pare the ten-cent town with a quarter moon, I don't know, but they coined the phrase in the song (probably Clark, as she also painted the cover for the Emmylou Harris album of the same name). Great expansion of the "10-cent town" image.
