Okay, the present Queen Elizabeth also was a royal then, even if she wasn't yet a Queen.
Sorry about that.
At least she was the first non-Queen to appear on a British stamp.
Or, to be more precise: The first female non-Queen.
The correct answer if you only count UK stamps is probably Emmeline Pankhurst.
But maybe the answer would be different if you counted all 'British' stamps, not only those of Great Britain? That is: Stamps from all over the British Empire?

Elizabeth Bowes-Lyon was (of course) the name of the late Queen Mother, not the former name of Queen Elizabeth II.
