"Seid umschlungen, Millionen!" was said/written by Beethoven. From the text of fourth movement of his Symphony No. 9.
It literally means "Be embraced, you millions!".

Beethoven did not write the text of the Ode "To Joy" (An die Freude), from which the line is taken. The text (of which Beethoven used only about a third) was written by the humanist German poet Friedrich Schiller.
