When did the (anonymous?) musical phrases, "Over the wall is out, boys," and, "Good Evening, Friends," come about?

"Over the wall is out" is originally from a song called "Little Chance" from the Northumberland area of England. That was about a coalpit accident. The song was rewritten with different lyrics in the 1950s that included the quote line.

"Good Evening, Friends" came about as a comic end to dance hall songs and has been used since the 1950s.
